Brief History of the Early GAR

The history of the GAR has been told many times. The history was first formalized in 1888, in Robert Beath's History of the GAR and from this source you can trace the various short versions that were extracted and published over and over. Recently the papers of the founder, Dr. B. F. Stephenson, were uncovered. These papers were not available when the Beath history was written, because Beath assumed all of Dr. Stephenson’s papers were burned by his wife, following Stephenson’s death in 1871 burned Dr. Stephenson’s papers. Beath had a few of the early GAR headquarter papers because the records up to 1868 “were in an imperfect condition” when turned over to Adjutant-General Chipman, and during a great fire in Boston, in 1872, all the books and records up to that time were burned. The discovery of the Stephenson papers and the original letterbook of the GAR, in Stephenson’s own hand, have given new insight into the early history of this great union veteran organization.

Dr. B. F. Stephenson founded the GAR in 1866 and established the first Post in a printing office at Decatur, Illinois, because this group of veterans was about to print his constitution and he wanted them to become members before seeing the document.

The Department of Illinois was established, and during the first encampment of this department many veterans from surrounding states attended. The organization spread quickly and soon posts were formed from Massachusetts to California.Dr. Stephenson was not elected National Commander at the first National Encampment, Indianapolis, Indiana in 1866, but his early correspondence clearly shows he assumed the position to this encampment, as letters were signed, B. F. Stephenson, Commander of the G.A.R.U.S.

General Logan was elected Commander-in-Chief in 1869, moving the National Headquarters to Washington, D.C.This transfer of power from the founder and those around him to politicians in Washington was one of the most important changes in the organization’s history.

The GAR almost disappeared during the early 1870’s and many departments ceased to exist. About 1875, new leadership provided the platform for renewed growth.In 1890, the GAR reached its largest membership, just over 490,000 members and in 1949, six surviving members permanently closed the GAR. During the active years of the GAR, the organization had a great influence on politics, law, and social areas of the United States. Memorial Day was established as a national holiday, five Presidents were elected that was GAR members, most of the Governors in the northern states were members, and veteran pensions were given to the union veterans.Over one-fifth of the national budget went toward veteran pensions at one point. The National Encampments were yearly meetings that had attendance of over 25,000 veterans in 1890, 1891 and 1892. In many cases it was impossible to be elected to public office if you were not a veteran of the Civil War. The GAR membership was often reminded that politics were not to be a part of the organization, but politics was a major issue throughout the history of the GAR.

To the Commander, Officer, and Members of the Luke Mayfield Post # 516, G. A. R., Dept of Ills.

Comrades, your committee to whom was assigned the task of expending the Funds, appropriated for Monument purposes, beg leave to submit the following report.

Immediately upon the organization of the Committee a statement of the Funds at its commencement was secured, and the Committee found they had the sums of $315.94 with which to operate and it was decided to begin the work by making an excavation 4 ft. in depth by 10 ft. square.And fill the square up to its level of the ground with Brick, and Cement, making a solid base 10 x 10 x 4 ft. below ground in which could be built a monument massive enough to stand until the crack of Doom.This work was done by Comrade A. H. Reynolds in a good and substantive manner, the work, and material costing $90.25.While this work was progressing, bids were solicited by the Committee from various parties and the bid of W. H. Houghlotin of Jerseyville, Ills. for a base 8 ft. square at base, 4 steps in height, with a capstone 4 ft. square, 18 inches thick, was accepted, the cost to be $300.00 completed.

Owing to the lateness of the season, the work could not be completed in 1892, but as soon as possible this Spring the work was resumed, and now completed in its 14th day of June 1893, and is now ready for your inspection and acceptance. Before the capstone was placed in position, an Urn containing a history of the organization, a list or roll of its members of the Post, the daily papers and numerous other Archives was placed in the center of the 4th course of approaches immediately under the capstone and buried in stone and cement sufficient to to protect it from the ravages of time and decay until the end of time.And now Commander your Committee feel that they have discharged its duty for which they were detailed, and would respectfully ask to be releived, leaving to others willing and sure able hands the task of completing the structure, and will make list our recommendation, that is.that “whatsoever ye do, do it quickly”.

Attached will be found a detailed statement of the receipts and disbursements, and a list of articles placed in the Urn.Very Respectfully

According to previous arrangement the comrades of Girard and vicinity honorably discharged soldiers of the War of 1861, met in the City Hall for the purpose of organizing a post of the Grand Army of the Republic.

Chief Mustering Officer John C. Bell of Springfield, Ill. took charge of the meeting and with the assistance of several comrades from the posts at Virden, Springfield and Carlinville proceeded to muster a post at this place.



The following names were enrolled as charter members of this post, W. J. Gay, L. C. Murphy, M. M. Duncan, Benj. Evans, J. P. Johnson, Joseph C. Henry, J. R, Caskey, Robert M. Bates, R. D. McKinney, Marian Campbell, J. G. Myers, Thomas Warren, Joseph Haynes, Samuel E. Cripes, Henry Bock, Chas. E. Burnett, Samuel M. Smith, Dennis Murphy, J. M. Sutton, E. D. Bobbitt, William Decker, E. W. Lynch, W. C. Bonsing, John A. Walden, S. McKnight, A. H. Barnes, W. H. Thompson, T. B. Crisp, T. W. Thacker, S. S. Garst, John Miller, William Willisbee, L. Hegam.

Comrades Gay, Burnett and Bock were appointed at committee to secure a hall in which to hold the meetings of this Post - to report at next meeting.

Comrades Thacker, Duncan and Thompson were appointed a committee on muster fees, quarterly dues and to set a time for next meeting with instruction to report this evening.

Said committee reported to hold next meeting in City Hall on Thursday evening July 30, 1885, to charge a muster fee of $2.00 and present each recruit with a badge. Report adopted and committee continued on quarterly dues to report at next meeting.

There appearing no further business Post was closed in due form.

Petitions for membership received from W. S. Webb, and T. W. Gates.
Petitions were referred, reported on favorably and the comrades were mustered in due form.
Committee on place of meeting report to meet for the present in City Hall. Report received and committee continued.
Committee on quarterly dues ask further time which was granted.
Committee of five consisting of Comrades Murphy, Duncan, Barnes, Thompson and Burnett was appointed to confer with the Mayor and citizens of the town in regard to memorial services in honor of Comrade N. S. Grant.

A resolution was passed by the Post that each member wear the usual badge of mourning for 30 days in memory of Comrade N. S. Grant. Badge to consist of a peice of crape on left arm or on left breast.
There appearing no further business, post was closed in due form to meet again in City Hall on Monday evening August 3rd, 1885.

Petition for membership of Aaron Loyd was read, referred and being favorably reported the comrade was duly mustered into this post.

Committee on memorial service in honor of Comrade N. S. Grant report to hold memorial service in the park at 2 P. M. on Saturday Aug. 8.

Comrades McKnight, Gay, Evans, Barnes, Thompson and Murphy were appointed a committee on general arrangements.

Comrades Garst and McKinney were appointed a committee on music.

The Commander was instructed to call on the Mayor of the City and request that he issue a proclamation ordering the business houses closed for the afternoon of Aug. 8.

Comrades Duncan, Garst and Bock were appointed a committee to secure speakers.

A resolution was then passed by the Post inviting all the ministers in the City and vicinity, the ladies and all citizens of the City and surrounding country to meet with us in the park and take part in the memorial service.

There appearing no further business the Post was closed in form to meet again on Monday evening Aug. 17, 1885.

Petitions for membership of T. A. Anderson, J. M. Lynch and F. J. Murphy were received, referred, reported on formally, balloted on, elected and the Comrades were duly mustered into the Post.

A resolution was passed by the Post reducing the Muster in fee from $2.00 with badge to $1.00 without badge.The above resolution to remain in force the remainder of this year.

The Post then decided by unanimous vote that we attend the Southern Ill. Soldiers Reunion to be held in Centralia in Sept., and Comrades McKnight and Gay were appointed a committee to secure rates over the Jacksonville R. R.

There being no further business the Post was closed in form.

Petitions for membership of G. A. Boswell and J. B. Hill were received, balloted on and the Comrades being present were duly mustered into the Post.

Committee on transportation to the Centralia Reunion report that a car can be obtained for Centralia and return for $60.Report received and committee discharged. On motion and second the Post voted unanimously to reject the above proposition of the Jacksonville South Eastern R. R.

The following bills were presented and ordered paid, Comrade Haynes for fife for Post $1.00, Comrade Miller for labor 50 cents, Gideon King services as janitor $1.00.

Comrade McKnight was instructed to purchase a flag for the post.

There being no further business the post closed to meet at the City Hall on Monday evening Sept. 14, 1885.

The Post passed a resolution to attend the reunion of soldiers at Virden on Sept 23rd in a body and that they should meet at the mail way station at Virden at 11 o’clock AM on that day.

Comrade Myers was appointed Ensign of the Post by the Commander and instructed to take charge of the Colors of the Post.

There being no further business, the Post was closed to meet again in City Hall on Monday Evening Sept 28, 1885.

C. Murphy elect officer of the day though unmustered for good reasons. Respectfuly asked to be released which after mature consideration was granted and the names of Robert Bates & C. E. Burnett were put in nomination & voted for to fill the vacancy resulting in a majority for Chat E. Burnett - Quartermasters reports since Jan 23rd or up to date shows a Bal on hand of $110.85, Commander Gay urges the necessity of a more full filling out of the application list of membership so the Adjutant can make a correct and full report -

Remarks by Quartermaster Barnes & others in reference to the necessity of something more entertaining at our post meetings. there appearing no other business before the post closing was in order which was done in due form to meet again at regular time and Place.

Object of meeting stated in a few appropriate words by Commander Garst - In sustance the object was to maker more complete preparations for attending memorial services and Decorations. Several of the Comrades taking part in the deliberations of the evening finaly reaching a plan satisfactory seemingly to all the Post. Commander Garst accepted the nomination and was voted in as Marshal of the Day on Decoration occasion. Commander Garst Presiding. Post oppened in due form. Q. M.’s finannnnncial report also read showing a bal. on hand up to date of $225.71. Attending the encampment at St. Louis was talked at some length. After which a recess of 15 minutes was given.Post again called to order. Under head of new buis. Post decided to allow order on Q. M. in favour of Thos. Warren for cash advance to pay for piping & etc. used at our reunion $10.70.Post, by vote, decided to allow T. A. Anderson $3.00 to apply on dues for labour performed at reunion.Further decided that if a Staff Officer be required from this Post to act with others at St. Louis to select on at time & place. As to going to St. Louis by vote decided to go on the 8 A.M. accomodation Monday Sept. 26, 1887, after which Post closed in due form.

Special on call meeting of Post at this date found a sufficient no. of the members present for the transaction of buis.Comdr. Garst presiding. Most of the officers present, places of absent ones filled by appointment, Pro Tem. Post opened in due form. Dept order No. 11 & National No. 1 was read.The object for which this meeting was called was talked at some length, viz. the propriety of holding more than one meeting regular each month. Comrades McKnight, Bock, Murphy, Burnett & others taking part in the discussion. A motion was finaly submitted & by vote decided that we hold two regular meetings for month through the months of Nov, Dec., Jan, Feb. & March.One as heretofore Sat Evening before full moon & the others second Weds. Evening after. These meetings are to be each month & both to be regular meetings. Next in order was discussed the propriety of holding some kind of an entertainment other than our regular buis.A motion was submitted & by vote decided that a committee of three be selected to get up a program as they may be best to suit the occassion. Comdr. Garst, Comrades Burnett & Weed were selected as said committee after which no other buis. presenting itself.Post closed in due form to meet at stated time & place.

Pension matter in case of Comrade Rathgeber was talked at some length, no action of Post in the case arrived at. Pursuant to order of Post, memorial exercises were held in the public park in memory of our late comrade, Benj. Evans.
The following tribute to the character and services of the departed comrade was read and ordered to be placed among the records of Luke Mayfield Post, No. 516, G.A.R.

Our late comrade, Benj. Evans, was born in Alton, Ill. June 8th, 1840. He removed with his parents to Green, now Jersey Co., Ill., and from there to Montgomery Co., Ill, where he labored with his father upon the farm until the commencement of the late Civil War, when he enlisted in Capt. B. Cowins Co. ‘G’, 122nd Reg. Ill. Vol. Infantry in which he served faithfully and well, until the close of the war in 1865, and was mustered out of the U. S. Service at Mobile, Ala. His last illness was contracted in the regular line and discharge of duty in the service of his country, and terminated fatally, May 14th 1890. Comrade Evans was a charter member of Luke Mayfield Post, G.A.R. and was Post Com. At his death and by word of cheer and deeds of kindness he made himself beloved for all his comrades.In all the relations of life - whether as a patriotic soldier, a dispenser of justice, or as a private citizen, he had ever been true to himself, to his family, to society.
