In pursuance of Gen, Orders # 18, the Commander appointed the following committee of arrangements was appointed to superintend the proper execution of the same Apr. 6th 1891, in duly celebrating this quarto centennial muster of this Post of the first of G. A. R.

In acordance with arrangements made Post met in City Hall Apr. 6th 1891 where the quarto centennial of the G. A, R, was duly celebrated by reading Gen Orders # 18 and the rendering a program consisting of addresses by com. S. McKnight, Rev. Donaldson, Rev Com. Layman, interspersed with music - instrumental and vocal. Com. G. B. Weed having resigned his position as delegate to Annual State Encampment to be held at Decatur, Ill Apr. 7th, 8th & 9th 1891.T, A, Ellis was duly elected a delegate in his place.

Committee on Quarto-centennial reported, accepted and committee discharged.

Com. on organization Camp of Sons of Veterans reported progress and requested further time.Granted.

Proposition of comrade Knight to give an entertainment for the benefit of Luke Mayfield Post, G.A.R., upon certain conditions: viz: Post to pay W. J., Knight the sum of $15 dollar to deliver his “Illustrated lecture Through Georgia in 1862”. Knight agrees to furnish all advertising matter, except newspaper reports, pay his own hotel bill and incidental expenses.Post agrees to post all bills, furnish hall and all other incidental expenses. Lecture to be delivered May 19, 1891.

The above contract was entered into by B. R> Merry on the part of W. J. Knight and comrades F. W. Gates, Thomas Warren and D. C. Routzahn. After discussion, the action taken by Com/s. Gates, Warren and Routzahn was endorsed, and the same comrades were appointed a committee to arrange all matters and carry out the terms of the agreement.

Matter of raising funds for the erection of monument, etc, considered by Post. No action taken.

Coms. Crawford and Reynolds authorized to erect flag staff on monument grounds for use on dec. day.

Subject of Macoupin Co. reunion for 1891 discussed and it was decided to allow the business men of Girard and vicinity to raise a guarantee fund of not less than $300 dollars as a condition upon which this Post will use its influence in securing said reunion.

A resolution appropriating two hundred dollars of the proceeds of the re-union to the monument fund. A motion to amend the resolution by comrade T. W. Thacker, to appropriate the net proceeds of the re-union, $277.55/100, to the monument fund.

After discussion the amendment prevailed.

Wolfe make a favourable report That on application of Mr. Langston Richards ask more time for investigation, granted.Mr. Wolfe presented himself and was duely mustered in as a comrade of this Post. A motion by comrade on S. V. C. Ellis on transportation passed & Commander instructed to appoint said comitte which he did consisting of the following comrades, viz,

Harrison read & submitted to the following comittee, Barbee, Dix & Reynolds. Gen. Committee on Decorations announce sub committee as follows: On speakers, “McKnight, Garst & Barbee; On Decoration, Ellis, Garst & McKnight; On graves List of Dead, Garst, Ellis & Reynolds; On permanent program, Gates, Ellis & Burnett; On music, Barbee, Dix & Crawford. Q. M. allowed an order $6.08 to cover amount recently expended for Post supplies.

M. report at this date showed an unexpended bal of $7.41, report also approved. Comtte on application of John W. Williams report favourable.  As did that also on application of John W. Harrison. Post proceeds to ballot on each seperatly. Both duly elected. Coimtt on work at cemetary retained for further work & later report. Under head of new buis. Post instructed Adjt to procure & enter on Post Records. Adjt reports work performed as assigned him at last meeting. Under head of new buisness in order to correct expenses of Post Comrade Stiam submitted a motion seconded by Wm. Q.M. report also read and showing a bal on hand up to date of $5.47, report approved. Attention called to the low condition of Old Friend Burnett & Comrades requested to assist our worthy Commander (Chas. E.) in care of his Father. Comtte on transportation supported action up to date granted further time to complete their work. That on grave marks the same. That also on cemetary work, same. Thought best to procure a different Hall to the one now occupied & Thos. Warren was appointed to see what could be done in that way & report at next meeting. A comtte of three, Ellis, Crawford & Reynolds appointed to confer with Sons of Veterans in matter of occupying Hall with us. Card of invitation read from Green Co. comrade to attend their reunion 17 inst. From nature of the buisness & other reasons, Post adjourned for two weeks.

Post met pursuant to adjournment. Commander Burnett, most of the officers and a goodly no. of the members present. Report of buis of last meeting ead. Q.M. reported $10./ recd in addition to that on hand last report. Committee to cnfer with Sons of Veterans make a partial report, granted further time to complete their work. That on Grave Markers submit their final action. After some discussion their work approved & order allowed on Q.M. in favour of A. M. Crawford to the amount of $22.50 for 30 concrete Posts, 5x5 & 24 inches high. Asa Reynolds Comittee on cemetary work makes his final report, which is

Resolutions of Respect and Condolence on the death of.

At a regular meeting of Luke Mayfield Post No 516 Dept of Ill G.A. R on the 3rd day of Dec 1892. The
following preamble and resolutions were unanimously adopted.

Whereas, In view of the loss we have sustained by the decease of our friend and comrade James M. Lynch and the still greater loss sustained by those who were nearest and dearest to him, wherefore be it; Resolved, That in the death of James M. Lynch this Post laments the loss of a member whose wisdom and ability exercised in aid of our organization will be held in greatful remembrance; who was ever ready to proffer the hand of aid and the voice of sympathy to the needy and distressed, an active member of this Post whose utmost endeavors were exerted for its welfare and prosperity, a friend, member and hard coworker who was dear to us all; A citizen whose upright and noble life was a standard of emulation to his fellows; Resolved, That the heartfelt sympathy of this Post be extended to his family in their affliction and commend them for consolation to him who orders all things for the best; and whose chastisement are meant in mercy; Resolved, That these resolutions be spread into the records of this Post and a copy thereof be transmitted to the family of our deceased comrade.

Q.M.'s also reported a small contribution which by action of Post was placed in general fund. Post favourably considered the holding of some kind of an entertainment for benefit of Post fund. Com. Dix appoints the following committee on above, viz., S. S. Garst, Chas. E. Burnett & Thos Thacker to use their best judgement in the matter. Comrade Reynolds called attention to necessity of having cinders hauled to fix monument lots. Comrade Aaron Lloyd agrees to haul the material & Comrade Reynolds to placing it in shape free of charge. Post considered the necessity of having a committee to confer with delinquent members as to dues, membership & etc. Comrade Reynolds, Hill & Miller were so appointed. After which Post closed without ceremony.

Comrade Farthing sugested the idea of trying the experiment of organizing a Womans Relief Corpse (sic). This idea also met with approval and a committee appointed, viz., Comrades Farthing, Crawford and Stone to see after the matter and report at future meeting.

Other matters of minor importance was spoke of but no definite action taken after which Post closed in form.
