Thomas J. FINLEY was born 1816 in KY, was a Macoupin County resident for decades. He married Leah B. Rees(e) in 1841 in Macoupin and raised a family there until 1866, when he moved to Barton County, MO.
"On November 17, 1857, Thomas J. Finley of Macoupin Co., Barr Precinct, was commissioned Justice of the Peace. (Executive Record of 1856-1860, Vol. 7, p. 203.)"
